This is probably really easy. Basically there's no app set up for the DevPak extension, the Package Manager doesn't seem to have any option for opening files, and I'm struggling to find docs online. I'm using the latest stable version (v4). Exactly what am I doing wrong?!

Click on the install button on the toolbar, that will open a devpack.
I seem to remember reading about other people having problems with the package manager being registered with devpacks when installed, you should add it manually (if you like, I always open from packman anyway). There might be more info at the dev-cpp forums (if you can catch sourceforge working :S) http://sourceforge.net/forum/?group_id=10639

Are there any special flags you need to pass with the package manager, simply going

packman.exe file.devPak

opens the package manager without actually opening or installing the DevPak

If you're talking from the command line, then just passing the file works for me.
From my packages directory (might be in DevPaks if you have v4)

..packman.exe sdl.devpak

opens the SDL pack for me.

Adam, thanks for all your help, you've been great. When I created the packages directory and dropped the packages into it I could see the files in the package manager.

Now here's the bit where I feel thick. I can't find any install button in either the Dev-C++ IDE or the package manager. The package manager also isn't showing any info on the files (though given the DevPak format that's understandable), or any way of installing them.

This is what I'm looking at

Lol, that is an old version, I dont think I've ever seen it. In the older versions the devpacks are stored in the 'DevPaks' directory, packman stores info on installed packages in 'packages', so the devpacks being there are confusing it. If moving them to 'DevPaks' doesn't help (there must be an install in the file menu?) then I don't know. You could upgrade, there's some cool stuff or change the devpack extension to '.tar.bz2' if you can open bz2 files (winzip can't, but 7zip can) then put the stuff in place manually.
