Download the version you want and install it. It will add wxWidgets libs to you Dev-cpp.

Hint:
Go to http://wxdsgn.sf.net and You'll get out-of-the-box solution + visual form designer

I installed the devpaks but can't get the template to compile:

Compiler: Default compiler
Building Makefile: "C:\Dev-Cpp\resprojects\Makefile.win"

I did get one example to work but then I tried another and got the "no resources" error again. I am a newbie so I'd appreciate any help.

I got the template to work. I had to compile a second time and then I didn't get the error. Strange.
